CV XBOX Elgato hd60pro
What exactly is the CV?
Also I drag and dropped the M_Apex pack with the individual gun settings with optics, etc..
How do I set this up? Is each gun setting tuned for RF and AR?

Computer vision is used to capture information on screen and turn that data into a script such as weapon detection.
Have you tried the apex legends gamepack with the CV script? You'll need to adjust the settings at the top of the CV script.
In the gamepack select "COMPUTER VISION ANTI RECOIL AND RAPIDFIRE"

I have, but for some reason my elgato doesn't show in CV and I get

GCV Error: Unable to load Python executable library
Computer Vision: ERROR: Gpython process exited with error code 108

I don't know what I'm doing wrong, but I can't get it to work. It's not showing the display in the CV when I click the green button.

Be sure to have the GREEN check on at least the first two items at the Gtuner's Computer Vision configuration:
