Computer Vision Still not working

I have tried everything and followed all the tutorial and still cannot get it to work. All i get is these errors.

Computer Vision: ERROR: Gpython process exited with error code 111

I been at this for about almost a week and half and continue to get frustrated because I cannot get it to work. I am computer Savvy and not a expert but something going on and could really use some help. thank you

Downgrade numpy: viewtopic.php?f=27&t=14912&p=105323&hilit=numpy#p105300
make sure that you use 64bit python 3.8.x and NOT python 3.9
