Are the input LEDs solid green or red?

Remove the batteries from your XB1 controller and connect it to XIM APEX. Start the console using the power button.
When connecting the kb direct to T2, you need to create an Input Translator.
XIM APEX doesn't require input translation as it passes controller states, not mouse or keyboard.
If XIM isn't connecting to your phone, it's likely that Bluetooth is off due to excessive power draw. Adding a powered USB hub to XIM APEX, or a power adapter to either XIM APEX or preferably Titan Two (to power itself, XIM, m, kb & controller) should solve that issue.
If problems persist, power cycling the console can help to clear USB port issues.
