You need to run scavenger rate high about 105% or higher and get the good stuff from the DZ. That is the key for the GOLD and PURPLE loot.

Right, but I am playing in the 15-19 bracket where high ends don't drop. And honestly at this level its more worth your time to vendor hop and buy the gear with the best stat lines. Its too hard to get gear drops with the stats required to min max your toon.
