GTuner ( Not responding )

I have been having thi sproblem for weeks now and Im about to lose it. Everytime I try yo open Gtuner it doesn't open and I get "Not Responding". The only time I can get it to open is only after a fresh install. I don't know whats going on.
FYI I'm on Windows10.

No other security added. In fact I disabled AVG to see if that causes the problem.

This seemed to work for another member;

Try redownloading GtunerIV again, but before you extract the folder contents, right click on the archive and click the unblock checkbox.

and check the security tab for the folder that you have GtunerIV.exe saved in, make sure the administrator has full permissions (read/write/modify) allowed. Then run GtunerIV as Admin.
