Hi, I would like to know why when I disable the script, the right stick and the touch pad are still working

The closing } or the line
if(start_script) {
does end before Uppercut , Hell_Sweep and PS4_TOUCH stuff
Your start_script flag isn't disabling everything.
You may be missing some { } at your line
as this is where your start_script currently ends.
If you use some better structure of the code you are able to spot this easier.
Here disable everything should work:
