When playing black ops 3 on ps4 can the rapid fire of the titan one increase the firing speed of automatic weapons ?

Generally speaking no, unless a glitch is found (eg Jitter). Modern FPS games have the fire rate of the weapon limited by the programmers, making not possible exceed this limit.
