My Titan one is Stuck

Everytime I plug it in to my PC it just Blinks ( E ) with a period in the top left .
Any help .. When i plug it in and open GTuner nothing happens and it says "Device Disconnected"

use a paperclip to reset the device(hole on back) and try to restore the firmware.
