scaling issue

I have read all that I could and nothing resolves the issue,
I changed DPI settings to 100%
I click on plugins for example and I can't see much but a little box that cannot be expanded to see all content inside, pretty pissed off about this cause I have been trying for an hour.
I also tried scaling down to a lower screen resolution and still the same tiny box.
What is going on here?

figured it out, it was the 100% change to font screen size.
