Bluetooth adapter addon isnt working

"wireless pairing" becomes active when i install the adapter within the titan encasing... so i know its not broken.
Gtuner reads my saved GPC and macros i have saved in storage... so SD card is being read.

i just re-did all the steps.
re-configure the SD card, press the wireless pairing button, then hold the sync button on my elite series 2 controller, but my controller keeps flashing.
Gtuner gives this message and the LED on the device is a line moving up over and over. "Bluetooth Module: Wireless Bluetooth Pairing: put the controller or console in pairing mode within 20 seconds"

IDK what im doing wrong. everything is updated

Missing this step maybe?

Press the Xbox button on the controller to start Bluetooth connection with the Titan Two.

i forgot to add that, but im definitely not forgetting that step
